Senate Bill 945 (College Textbook Affordability Act of 2007)
Requires publishers to disclose to faculty in writing the wholesale price of textbooks and supplements, history of revisions, and availability in other formats and the prices. Requires bundled items to be available for individual sale. Requires higher education institutions receiving federal assistance to include ISBNs and retail textbook prices in the published course schedule and to provide the schedule (with enrollment numbers) to any textbook seller upon request.

Senate Bill 1642 (Higher Education Authorization Act of 2007)
This is the omnibus bill for higher education programs and appropriations. Sets amounts awarded for Pell Grants and other student grants. Raises allowance for books and supplies for federal work/study programs and Perkins Loans from $450 to $600.
Status: Introduced 6/18/07. Referred to the Senate Committee on Health, Education, Labor, and Pensions. Amended version passed Senate, 7/24/07.

House Resolution 3512 (College Textbook Affordability and Transparency Act of 2007)
This bill is almost identical to S. 945.
Status: Introduced 9/10/07, referred to the House Committee on Education and Labor. Referred to the Subcommittee on Higher Education, Lifelong Learning, and Competitiveness, 10/23/07.

House Resolution 4137 (College Opportunity and Affordability Act of 2007)
Amends the Higher Education Act of 1965 and attempts to address issues of cost for students: Increases Pell Grants; increases book and supply allowances; adds disclosure requirements for textbooks; requires course catalogs to include lists of required textbooks, including ISBNs; encourages stakeholders to work together to reduce textbook costs.
Status: Introduced 11/9/07. Referred to House Committee on Education and Labor, House Committee on Judiciary, House Committee on Science and Technology, and House Committee on Financial Services. Education and Labor recommended passage, 11/15/07. Passed House, 2/7/08.
