On-Campus Text Sales Get Missouri Tax Break 6/3/98 The Missouri legislature has approved a bill exempting textbooks purchased at on-campus bookstores from state sales and use taxes. Senate Bill 936 has passed both the Missouri Senate and House of Representatives, and is now on the governor's desk awaiting signature. SB 936 is due to go into effect on Aug. 28. Unlike the unsuccessful House Bill 1461, which would have eliminated both state and local sales taxes on college textbooks purchased by enrolled students from any store, SB 936 limits the exemption to state sales taxes on textbooks bought only "at a bookstore located on the premises of an institution of higher learning." HB 1461 was considered by the legislature at the beginning of the year. The legislation does not provide a definition for textbooks. The textbook exemption (as well as tax exemptions for a number of other products and services) was tacked onto the very end of SB 936. The bill's primary purpose was to authorize two Missouri counties to place a local sales tax issue on the ballot. Missouri is the second state to approve sales tax exemptions on college textbooks this year. In May, New York legislators also voted in an exemption for textbooks bought at both on- and off-campus stores. A number of other states have introduced similar legislation.
