NACS Joins Group to Voice Concern Over Web Sales Tax

To support college stores competing against Internet-only textbook retailers, NACS has joined the e-Fairness Coalition, an organization representing retailers of all sizes, including bricks-and-mortar and online retailers; consumers; corporations; and associations.

The e-Fairness Coalition was formed so retailers could provide information to the Advisory Committee on Electronic Commerce (ACEC) about how Internet taxesor the lack thereofwill affect communities and businesses. The ACEC is studying the issues surrounding Internet sales and use taxes and is expected to make recommendations based on its findings to Congress in April.

The coalition's position is that all retail sales need to be treated equally and Internet retailers should not receive a tax subsidy that would undermine taxes needed to pay for schools, roads, and police. They also promote the views that a sales-tax-free Internet system is unfair to consumers, because those who don't shop onlineor who don't even have access to the Internetwill be left to bear the brunt of sales taxes for their communities, while smaller, local businesses are at a competitive disadvantage because they still have to collect sales taxes.

The coalition is not in favor of taxing the Internet itself by way of access taxes, infrastructure taxes, or use taxes.

As part of the coalition, NACS will have a representative participate in coalition meetings and will receive information on the coalition's actions aimed at ACEC.

Also on the Internet sales tax front, the congressmen who initiated the Internet Tax Freedom Act and its current three-year moratorium on Internet sales tax are proposing a permanent moratorium.

Rep. Christopher Cox and Sen. Ron Wyden, authors of the 1998 Internet Tax Freedom Act, plan to introduce the Internet Non-Discrimination Act this month. The bill would make permanent the moratorium on creation of new Internet taxes.
